Are T-bills the safest investment?
Nothing in life is 100% risk-free. But treasury bills are as close as you can get. T-bills are backed by the federal government, which has never failed to return an investor's money with interest. Unlike a private company, there is not really any risk that the federal government will declare bankruptcy.
While interest rates and inflation can affect Treasury bill rates, they're generally considered a lower-risk (but lower-reward) investment than other debt securities. Treasury bills are backed by the full faith and credit of the U.S. government. If held to maturity, T-bills are considered virtually risk-free.
The No. 1 advantage that T-bills offer relative to other investments is the fact that there's virtually zero risk that you'll lose your initial investment. The government backs these securities so there's much less need to worry that you could lose money in the deal compared to other investments.
However, if interest rates are rising, existing T-bills fall out of favor since their rates are less attractive compared to the overall market. As a result, T-bills have interest rate risk, which means there is a risk that existing bondholders might lose out on higher rates in the future.
“They're guaranteed by the full faith and credit of the us government,” Schatz said. “It is the single safest investment on the face of the earth.” Historically, that safety has come at the expense of profitability. As recently as two years ago, the yearly return for T-Bills was effectively zero.
"Long-term Treasury bonds may have no default risk, but they have liquidity risk and interest rate risk — when selling the bond prior to maturity, the sales price is sometimes uncertain, especially in times of financial market stress," it said.
The Potential Downside
Taxes: Treasury bills are exempt from state and local taxes but still subject to federal income taxes. That makes them less attractive holdings for taxable accounts. Investors in higher tax brackets might want to consider short-term municipal securities instead.
Unlike a debt-limit default, a shutdown does not affect the government's ability to pay its debt to bondholders and therefore does not have a direct impact on the government's borrowing costs or creditworthiness.
It can only pay bills as it receives tax revenues. If the revenue isn't enough, the Treasury Secretary must choose between paying federal employee salaries, Social Security benefits or the interest on the national debt.
Lax notes that both CDs and Treasury bills are considered safe harbor investments. But it's also important to have some money set aside for emergencies in a fully liquid savings account.
What happens when T Bill matures?
When the bill matures, you are paid its face value. You can hold a bill until it matures or sell it before it matures.
T-bills have a key advantage over CDs: They're exempt from state income taxes. The same is true with Treasury notes and Treasury bonds. If you live in a state with income taxes, and rates are similar for CDs and T-bills, then it makes sense to go with a T-bill.
Treasury bills, or bills, are typically issued at a discount from the par amount (also called face value). For example, if you buy a $1,000 bill at a price per $100 of $99.986111, then you would pay $999.86 ($1,000 x . 99986111 = $999.86111).
Treasury securities are considered a safe and secure investment option because the full faith and credit of the U.S. government guarantees that interest and principal payments will be paid on time. Also, most Treasury securities are liquid, which means they can easily be sold for cash.
A T-Bill ladder is a strategy that involves sequentially purchasing investment-grade T-Bills that mature at different times in the near future. This latter point is where T-Bill ladders differ from the bond ladder strategy, which focuses on purchasing bank certificates of deposits (CDs) or bonds with longer maturities.
One of the most common ways to purchase Treasury bills is through a bank. Banks usually offer an array of T-bill products with varying maturities and yields, allowing you to choose the one that best suits your investment needs.
U.S. government securities–such as Treasury notes, bills, and bonds–have historically been considered extremely safe because the U.S. government has never defaulted on its debt. Like CDs, Treasury securities typically pay interest at higher rates than savings accounts do, although it depends on the security's duration.
Where to put money during a recession. Putting money in savings accounts, money market accounts, and CDs keeps your money safe in an FDIC-insured bank account (or NCUA-insured credit union account). Alternatively, invest in the stock market with a broker.
Federal Bonds
The U.S. Treasury and Federal Reserve (Fed) would be more than happy to take your funds and issue you securities in return. A U.S. government bond still qualifies in most textbooks as a risk-free security.
Why Buffett Loves Treasury Bills. In 2022, Buffett's Berkshire Hathaway held a whopping $126 billion in U.S. Treasury bills. Buffett reportedly prefers T-bills to other options because he never wants to worry about whether or not Berkshire's pile of cash is safely invested.
How did my Treasury bill lose money?
The price of T-Bills can also be affected by the prevailing rate of inflation as inflation eats away at the real purchasing power of the T-Bill. For example, if the inflation rate stands at 5% and the T-Bill discount rate is 3%, it becomes uneconomical to invest in T-Bills since the real rate of return will be a loss.
When you buy T-bills through your bank, it may charge you additional fees and expenses such as sales commissions or transaction charges. These extra costs can add up over time and eat into your returns on your investment.
What are the maturity terms for Treasury bills? Among bills auctioned on a regular schedule, there are six terms: 4 weeks, 8 weeks, 13 weeks, 17 weeks, 26 weeks, and 52 weeks. Another bill, the cash management bill, isn't auctioned on a regular schedule. It is issued in variable terms.
During a shutdown, the SSA would be partially closed — with around 8,500 of its 61,869 workers furloughed. Services that are not directly related to payment benefits and those not critical to direct-service operations would stop until the government reopens, the SSA said.
The U.S. Treasury and the Federal Reserve are separate entities. The Treasury manages all of the money coming into the government and paid out by it. The Federal Reserve's primary responsibility is to keep the economy stable by managing the supply of money in circulation.
